Preamble
Urban
growth poses many problems for local authorities and much needs to be done to
improve internal efficiency, economy and effectiveness to cope with the diverse
and complex challenges threatening to cripple most urban councils.
UCAZ working with other key actors needs to promote and develop new
strategies aimed at improving the quality and performance of local government
management at all levels. Training for the development of human resources is an
important tool for municipal government in coping with the changes brought about
by a highly dynamic local government environment. Both elected and appointed
decision makers need to be given orientation and exposure to behavioral sciences
that bring an awareness that municipal bodies are not merely employment
providers but facilitators of development and that improved effectiveness will
lead to better services. UCAZ intends to play a central role in identifying specific problems
affecting its members, designing training programmes and introducing
organisational improvements in areas of greatest need.
Objectives
To
develop strategic management and decision making skills among officials and
policy makers too enable them to manage efficiently and effectively and be more
responsive to the new challenges in modern urban management and governance.
To
develop lobbying and advocacy skills among UCAZ staff and its membership.
Conduct a
training needs assessment of all categories of policy makers, officials and UCAZ
secretariat
To
establish a local government training institute.
