Smart Partnership And International Co-operation

Smart partnerships are based on the “win-win prosper thy neighbour principle” of establishing consensus between councils and local stakeholders in the management and administration of council affairs. While it is accepted that different stakeholders will always have divergent interests, it is desirable that inter-dependence among social partners be developed in order to promote sustainable local economic development. Enhancing civic participation in municipal governance is now viewed as a measure of excellence for sound local governance. A structured way of communication in the form of local smart partnership hubs must be put in place to facilitate continued dialogue. Local stakeholders must participate in both the budgeting and planning processes.
Lessons must also be drawn from regional and
international associations to learn from their experiences as part of municipal
international cooperation. Experts from experienced national associations will
be invited to present papers while exchange visits are be undertaken to
facilitate sharing ideas. Twinning arrangements between local and foreign
municipalities will be facilitated so that both institutions benefit through
technical cooperation. Such initiatives create a strong and united international
local government family.
