Preamble 

UCAZ needs to explore the opportunities and viability of establishing income-generating initiatives and to assess the most appropriate business arrangement in order to generate additional income to augment subscriptions from members. A financially strong association will be able to provide a quality service to member councils efficiently and effectively. The development of alternative policy proposals and lobbying for their adoption demands considerable financial resources. The setting up of a Daughter Company (DC) will enhance the financial capacity of the association to serve its members.   

It is important that the operations of a DC are driven not only by a desire to generate revenue, but that this is done in areas of relevance to the local government members of the parent organization. When these DCs become providers of expertise and services to local governments, their delivery capacity provides an unbeatable combination for the municipal client both in terms of approach and price when compared to consultants from private industry.  

   Overall Objectives 

• To enhance the autonomy and effectiveness of UCAZ,
 
• To ensure that UCAZ has adequate resources to sustain itself without necessarily hiking subscriptions,
 
• To provide relevant and affordable services to members of the Association, and
 
• To ensure the implementation of the identified sustainability mechanism within the next five years.
